JPI was created in the 80s by her father and her grandfather (Jim Jarrell). In 2024, Mrs. Stover decided to make property management her main focus and created SJA with the support of her father.
Mrs. Stover holds a BS in Business Administration with a double concentration in Marketing and Management from the University of Richmond, alongside an Events and Meetings Management Certificate from George Washington University. Additionally, she has her Property Administrator Certificate (PAC) from BOMI and is pursuing the Real Property Administrator (RPA) Designation.
If you can’t find her at the office, she's at her family's farm (Squatch Woods Farm) or traveling with her husband, their son, and their dog. She's been fortunate to explore all 7 continents and is currently on a journey to visit all 50 states!

Jay entered the real estate business at an early age. While still in high school, he purchased his first rental property; dismantled, relocated, and reconstructed a commercial greenhouse and assisted in the design, layout, and construction of a manufactured housing community.

Jay entered the real estate business at an early age. While still in high school, he purchased his first rental property; dismantled, relocated, and reconstructed a commercial greenhouse and assisted in the design, layout, and construction of a manufactured housing community.
After graduating from the University of Richmond in 1983 with a BS in Accounting, Mr. Jarrell spent a few years at Reynolds Metals Company in Richmond, Virginia where he obtained his CPA license. In 1987, Mr. Jarrell and his father created Jarrell Properties, Inc. (JPI) to manage the various rental properties owned by the Jarrell family. In 1988, Mr. Jarrell graduated with his JD degree from the T.C. Williams School of Law and he joined the law firm of Jarrell, Hicks & Sasser, P.C. located at Spotsylvania Courthouse, Virginia. In his law practice, he focused on real estate and zoning law, while being actively involved both as an attorney and as a principal, in the development of numerous subdivisions.
In 2002, Mr. Jarrell retired from the active practice of law and has focused primarily on the development business at JPI and the property management business at SJA.
Mr. Jarrell enjoys spending time on the Potomac or traveling the world with his wife, children, and grandchildren.

Matt joined the company in 2020 after spending the last 12 years gaining a thorough understanding of Property Management as a Vice President of Residential Operations for a real estate firm located in Virginia Beach. He realized during that time that his passion was people and being able to work directly with residents and prospects. This led him to join our team as the Residential Property Manager.
Throughout his tenure, he has successfully managed a diverse portfolio of almost 400 residential units, demonstrating his ability to effectively handle the day-to-day operations, maintenance, and tenant relations. In his current role, he oversees all residential single-family homes, apartment communities, and various mobile home parks throughout the area.
Outside of his professional endeavors, his priorities revolve around his family. He takes immense joy in spending quality time with his wife and two children who keep him very active with sports and afterschool activities. Their support and love fuel his drive to excel in his career.

With a decade of experience as an administrative assistant, Laura has been employed in both county and state government offices, as well as the private sector. In 2021, she joined our team where she has found that working for a locally-rooted and community-focused property management firm has provided her with a unique opportunity to immerse herself in and appreciate the greater Fredericksburg community from an “inside out” perspective.
Mrs. Nugent looks forward to each day in the office as it brings her new opportunities to expand her knowledge in residential and commercial property management. She takes pride in delivering exceptional customer service while ensuring smooth office operations.
Originally from Arizona, Mrs. Nugent relocated to Virginia in 2003, where she quickly fell in love with the Fredericksburg area and chose to make it her home. She and her family thoroughly enjoy all thigs outdoors that Virginia has to offer, and particularly enjoy the history and ambiance of Historic Downtown Fredericksburg.
